Waters, who said he has contemplated this move for over a year, said the decision was made more difficult because of the people he has worked with on a daily basis. "Capitol Broadcasting has an incredible team of dedicated, caring professionals," he said, "and the business leaders and non-profits I've been privileged to work with are the best." Goodmon also announced two promotions as a result of Waters' retirement. Paul Pope, station manager of WRAZ-TV in Durham, is being promoted to vice president of community relations. Jan Sharp, corporate director of human resources, is being promoted to vice president of human resources. Both promotions are effective January 1, 2001. Active in a number of civic and charitable organizations, Waters is a member of the statewide and Wake County boards of directors of Kids Voting USA. He serves as a member of the board of directors of the Carolina Classic, an annual golf tournament on the Buy Dot Com Tour that benefits the Boys and Girls Clubs of Wake County. He was recently elected to the board of Wake Technology Academy. In October, Waters completed two terms on the board of the Greater Raleigh Chamber of Commerce. He was a member of the Chamber's Executive Committee and outgoing Vice Chairman of the Communications Board. He served as Chairman of the 2000 United Arts Campaign in Wake County and as a member of the Capital Campaign Committee for the Raleigh City Museum. Waters is a past president of the Research Triangle Region of the American Lung Association and a past chairman of board of directors of Partners of Wake County. He has also served terms on the boards of the following organizations: American Heart Association, Raleigh Little Theatre, Keep North Carolina Clean and Beautiful, Wake Education Foundation, Rex Hospital Foundation, NCSU Humanities Foundation and as a member of the Advisory Council of the Greater Raleigh Convention and Visitors' Bureau. Waters' broadcast career began in 1954 in Washington, NC, first in radio then moving to television after graduation from college. Starting out as a reporter and editor, he advanced to leadership roles at television stations in High Point and Charlotte, NC, Toledo, OH and New Orleans, LA. He served as president of the NC Associated Press Broadcasters Association and was a member of the Carolinas board and national board of the Radio Television News Directors Association. He was chairman of the RTNDAC committee that initiated the experiment with cameras and microphones in the courtrooms in North Carolina.
